This wiki has the SandboxLink extension installed, which adds a link to a per-user sandbox to their user links. On different skins these appear in different places, but generally it is on the top right of the overall screen.
For example, with the chameleon skin (the default on this wiki) the link is accessible after clicking on the profile icon on the top right:
For the vector skin, which is the default on Wikimedia projects and perhaps more familiar, the link is found on the top bar:
